        On the job training, during training only get half or two thirds hourly wage and if your get to know the job you get hired at full wage.....

        Train the Companies to be more flexible and more open to training employees with degrees but little to no experience in manufacturing.

        Companies with/introducing apprenticeships should be allowed to tax deduct 'education costs' of their apprentices, up to 1% of gross sales.
