Does this also address Cross state purchasing? It seems to me the more open you allow the market, the more you'll drive competition and thereby lower costs. There is too much restriction/regulation. Or hey here's an idea...get Govt OUT of Healthcare business. There's a thought.

Does the small business owner have to sign on for his employees to get this. The owner has his insurance through his wife’s job and doesn’t need for himself. The employees are then left to fend for ourselves.
