Tax cut to ultra rich = $1T. Medicaid $ down over time. $8B for hi risk = peanuts. And the bill doesn't address real issue

The ultra rich don't qualify for Medicaid or state aided insurance, they pay their own. High risk is not the majority, it's the minority.
