The U.S. welcomes TSMC’s intention to invest $12B in the most advanced 5-nanometer semiconductor fabrication foundry in the world. This deal bolsters U.S. national security at a time when China is trying to dominate cutting-edge tech and control critical industries.

Reality Check: Foxconn Technology Group’s investment in Wisconsin — announced to great fanfare in July 2017 — has reportedly been scaled down from the original US$10 billion for a G10.5 display fab to a smaller G6 fab, or even something even less significant. TSMC won't happen.

It happened already. TSMC already has a foundry in Camas, Washington so this will be it's 2nd one in the states. It makes U.S. Defense Department-approved "military grade" chips for classified military purposes- F-35 jets, for example.
