Design Review should be abolished. It prevents badly needed new housing from getting built. DR drives up the cost, and slows down the timeline on projects that do get built. It’s horrible.

DR is a failure. It gives oversized importance to aesthetics during a housing emergency & pending global climate catastrophe.
It’s the equivalent of re-arranging deck chairs 🪑 on the Titanic 🚢 or fiddling 🎻while Rome is burning 🔥.

If you want anyone to take this program seriously, stop letting the local resident be an architect, the community member be an architect, and the small business owner be an architect. Otherwise, that's all you get is architects filibustering competition's work.
