We are mourning the tragic and inexcusable loss of such a young girl, whose life was taken by gun violence. My heart breaks for her family. This is an ongoing investigation. Stop and Frisk just targets non-white people, just like in NYC. Non white people were stopped a majority of the time in that city; hardly any weapons were found. There is no such thing as "illegally carrying a gun". Firearm ownership is an unlimited right in the United States.

No, that’s incorrect. It targets high crime areas. Also, yes, there is such a thing as illegally carrying a gun if you don’t have a concealed permit or are a convicted felon.

High crime areas is a euphemism for non white or poorer areas. You do not need a permit to exercise your Constitutional rights in the US (rights do not require permits), and felons have the right to protect themselves
