there's the question of the CDC itself whose capacities...yea, I'm with you. but in general "should the economy function as normal with X amount of Y disease" is actually a question I think the right set of doctors/researchers could do a good job on?

If the CDC has the authority for this (which they don't), there isn't much else they won't try to use public health as an excuse for policy by decree.
