Social distancing and good hygiene is virtually impossible for those incarcerated or working in jail/prison. @chesaboudin has to go go go. He has this twisted fantasy of letting all prisoners do - literally. I know it is due to his murdering parents being in jail.
He has absolutely no regard for the law-abiding, tax-paying citizens of SF that elected him.
