I scheduled my video for public, but you decided to make it public nearly 12 hours before... That mean notifications went out at then, but will they go back out at the proper scheduled time?

Hmm, that's odd. Unless you accidentally set the date/time ahead of your scheduled publish time (based on PST), this shouldn't happen. To answer your question though, yes. Once the video goes public, users should get notified depending on their personalized notification settings.

There is a little issue about logging in using the Chrome browser. I try to log in ten times but keeps putting me back to the Oops! page. It works on Edge though.

Have you tried clearing your browser's cache & cookies? If it doesn't work, try restarting your browser or computer. Also, make sure that you have a good internet connection. Let me know if it works.
