Millions of Californians rely on transit to get to work, school, the doctor, etc. Moreover, CA can’t meet its climate goals w/o robust transit. You can’t have robust transit if you allow your transit systems to fall apart. We must not go down this road due to political inertia.

Of note: The Senate Democratic Caucus proposed partially reversing the Trump tax cut for large corporations, paired with a tax cut for small businesses. The net revenue would help fund priorities like saving public transit. Sadly, the Governor immediately rejected the idea.

Yet federal highway funds are not part of the Legislature’s fiscal cliff budget proposal. Instead, the focus is exclusively on using transit capital funds. At a minimum, we should use a mix of sources to solve for the fiscal cliff & not rely only on diverting transit capital

CA is in a tough budget situation, but we have options. Perhaps the best source of funds to flex for transit operations are excess federal highway funds CA received: $1B/yr > anticipated. The Biden Admin has stated it’s ok to flex fed highway funds to address transit operations.

So, sadly, the current proposal in the Legislature will have the unintended effect of harming both transit operations (there will still be service cuts) & transit capital (projects will be defunded & we’ll forfeit major federal funds). Not a good outcome.

(2) The proposal moving through the Legislature will still send Bay Area transit agencies over the fiscal cliff, since due to the formula used, it will not produce anywhere near enough funding to prevent significant service cuts by BART, Muni, AC Transit & other Bay Area systems.

(1) Using a large amount of transit capital funds for operations will defund — potentially kill — various significant CA transit infrastructure projects. It’ll also cause California to forfeit billions in federal transit infrastructure dollars (up to $6B in the Bay Area alone).

At no point did we advocate relying *exclusively* on converting transit capital funds for operations, yet that is exactly what the Legislature is now advancing. I’m grateful that the Legislature is taking this crisis seriously, but this approach is very problematic because:

Several months ago, various coalitions submitted a list of recommendations to address the fiscal cliff, advocating for a mix of approaches, e.g., flexible use of federal highway $ (CA received $1B/yr more than anticipated), general fund, cap & trade, flexible transit capital.

Leadership in both Houses have made strong statements supporting addressing the fiscal cliff. Many of us are grateful for that. Yet, the proposal advancing in the Legislature will still result in service cuts & lead to serious unintended consequences for transit infrastructure.

The Senate unanimously passed our legislation (SB 76) to authorize cities to create outdoor entertainment zones where local restaurants & bars can sell alcohol. SB 76 will make our public spaces more vibrant, support local businesses & help with economic recovery post-pandemic.

Absolutely thrilled that Don Ramon’s, despite losing its lease on 11th Street, will reopen in Embarcadero Center. Big win for the community & downtown. So many small businesses struggle with SF’s high retail rents. We have vacancies downtown that need to be filled. A win-win.

This weekend, 1,400 girls will compete in CA’s track & field championships. Of those 1,400, 2 are trans: .0014%. Yet .0014% is apparently too much for the transphobes, who are now targeting these athletes for simply playing the sport they love. So many Californians support them!

Thank you to Mayor and Senator for their continuous advocacy for transit. The bridge funding for California public transit, including BART, will give us a lifeline to build ridership. Transit can be the engine to help revitalize Downtown San Francisco.

The Senate just passed our bill (SB 58) to decriminalize possession & use of 5 naturally occurring psychedelics — psilocybin, psilocin, DMT, ibogaine, mescaline. These substances aren’t addictive & show promise in treating mental health /addiction. Let’s stop criminalizing them.

The Senate, today, passed our legislation to ensure foster families are supportive of LGBTQ youth (SB 407) & that LGBTQ foster kids aren’t placed in hostile homes. 30% of foster youth are LGBTQ. They deserve to be treated with basic respect & dignity & not with hostility.

Target is removing LGBTQ Pride products because of terrorist behavior like this. Yes, this is absolutely terrorism & Target should be ashamed for caving in. Just like Anheuser Busch caved in. And people wonder why there’s so much fear in our community.

Yesterday the Senate unanimously passed two major health bills I’m authoring: (1) Capping insulin co-pays at $35 (SB 90) (2) Expanding access to PrEP (HIV prevention med) through pharmacists (SB 339) It’s fantastic to have broad bipartisan support for impactful public policy.
