      a former coworker had a story, back in the early days of uber, about how he took a ride with them for the first time; thought "that was perfectly satisfactory, it got me to my destination safely and on time for a reasonable price" and rated the experience 3 stars.

      within minutes he got an email (it might even have been a phone call) direct from uber customer support asking what had been wrong.

      why would uber present a five-star scale to the customer (on which any reasonable person expects 5 to be exceptional, 3 to be fine, and 1 to be very bad) when it actually translates to a binary where 5 is OK and less than 5 is not OK?

      one normally thinks that things a customer interacts with should behave the way the customer is likely to expect them to.

          the key here is that uber (especially initially) wanted to present a luxury, private black car image/experience, and this disconnect in rating meanings let them push the expense of doing so onto the "independent contractor" drivers.

          a real taxi might be kind of dingy, not brand new, no frills to speak of. uber drivers had to try to impress the riders with spotless, new cars, bottled water, high-end sound systems, so a rider would be wowed and give 5 stars, so they could keep their job.

          anyway "ride-sharing" apps should be banned and city/regional/state governments should fix taxi regulation so that real, regulated cabs with qualified drivers are plentiful and inexpensive.
