I have a question for Home Improvement Twitter

I have a kitchen island with a hanging light fixture over it. I would like to replace it with a lighted hanging pot rack (not necessarily one that looks like this, but this category of thing)pic.twitter.com/I2CTCsDeih

is the installation of such a thing something I need to have an electrician do, or can I do that myself?

(I'm interested both in the question of "is this feasible to do myself or does it need expertise" and the question of "in MA is this one of the things I'm technically required to hire a professional for")

Replying to @ScottMadin
Replacing a fixture is pretty straightforward, assuming you are relatively confident the existing box was placed by a licenced electrician and properly tied into structure. It's unclear to me exactly how legal it is, but it's not like the city is trolling Twitter to give fines
