This is absolutely something I would do myself. Given the weight of such a thing, you might need reinforcement, but there are boxes you can purchase do add support. But yes, in massachusetts you are legally required to use a licensed electrician for any electrical work.

I suspect if your existing ceiling fan box is good enough to support a ceiling fan, then you'll probably be fine. I couldn't say without looking.
