If you've put in a fixture before you're probably capable, as long as all you're doing is changing out the fixture and putting in new supports that can bear the weight (so skills needed are turning on/off a breaker, wiring something in, putting in a support, light assembly)

The trickiest part honestly is probably going to be finding a solid place to put the rack supports that will bear the weight of not only the rack but everything you're going to hang off it.

I dunno about MA law but I have friends who have done basically that themselves. If a light wiring is in place then swapping what kind of fixture (ceiling fan, pot rack) is attached to it is the kind of thing most people who are competent with a screwdriver can manage.

Replacing a fixture is pretty straightforward, assuming you are relatively confident the existing box was placed by a licenced electrician and properly tied into structure. It's unclear to me exactly how legal it is, but it's not like the city is trolling Twitter to give fines
