Sheesh, it's not hard to say "folks who refuse to be vaccinated" if that's what you mean. If anything, folks who *cannot* be vaccinated are carrying the greatest burden.
And honestly even then I don't think "burden on society" language is a good way to go, that's rhetoric that tends toward eliminationism any way you slice it.
