all these carve-outs and exceptions and caveats confuse the issue, and besides, at the rate delta cases are rising, everywhere's gonna be red soon anyway.

I mean, I *sorta* get it, because last year some places imposed restrictions before there were many-if-any local cases and that fed the perception there that restrictions were theater, so they want to avoid feeding that perception, BUT. 1/

BUT. Anywhere that’s not a hot spot NOW just isn’t a hot spot YET, unless everyone gets really good about implementing NPIs. So they should just make it a blanket recommendation. Want your stores and whatnot to STAY open? THEN MASK NOW.
