YEAH they are. You can technically true and tune a cheap new one to working order, but that becomes a hobby in and of itself
Seems like maybe something to research good manufacturers, and keep an eye out for used ones on craigslist etc

depends on your area, but ime craigslist sellers know what they have and price accordingly. Estate sales and garage sales are apparently the ticket, but I've never managed to pick any up from those

For the price of one 14" jack plane and one 22" jointer plane I could just get a decent benchtop power planer, which is wild
