I think there's a similar arc with Thor, it's been a while but I'm pretty sure Thor 1, while not a horny movie per se, at least presents a world in which horniness is thinkable; but by Ragnarok it's all sublimated into Hemsworth's impossibly hyperarticulated abs

There’s a similar energy in the Cap movies, from the “Bucky is a horn dog but Steve needs to lose his virginity before the war ends” thing to chaste slow dances as the button for Endgame. Weirdly by WS, CW and especially Endgame even BW is sexless.

yeah, we're really getting somewhere here now, this explains both the ed norton problem AND the broader Hulk problem which resulted in there never being a standalone hulk movie. the ip business is just a cover story.

Yeah, can't have Hulk without at least some of the other avengers around to constrain him (cf. the fight in Ultron when he's been Scarlet-Witched), though I guess if he's integrated post-endgame that problem is solved
