There's so much I'd do differently here, starting with not filing this in the first place. But let's go point-by-point: - Collection technically targets accounts, not people, so you'd want to list individual phone numbers and email addresses that may have been targeted.

- "Any memos or documents related to" is way too broad. Clearly they're not looking for, like, news clippings about Carlson's recent comments that the NSA press office is almost certainly sharing internally as an FYI. But that's what they'll get, if they get anything.

- The third part of Carlson's request, for "any communications between NSA officials regarding journalist Tucker Carlson," is what kills me. Forget the fact that any NSA employee or contractor is potentially an "NSA official." What does "regarding" mean, here?

Like, if I asked you to tell me any time you said something "regarding" me, what would that mean? Any time you used my name, or referred to me indirectly? Any time you talked about my employer in general? What about times you expressed an opinion on the band REM?
