Yep, if you check the Build Information tab, it will tell you the release date also. I don't think Audacity has an auto-update feature, so it won't download a newer build for you without asking, either.

To the best of my knowledge all currently available versions (that is, up to 3.0.2/mid-April 2021) are safe, yes.
