sure! I can go to a gas station and buy a gallon of gas, which the attendant will dispense into my gallon gas can. I can keep that at my house in case of need, pour it into my car or lawnmower, or into a friend's car if they're at my house and find their tank is empty.
I don't get to just dispense the gas and then pay what I think it's worth, on the honor system, just like I can't go to a bar, make my own drinks, and pay what I think the liquor's worth.

if I go to a gas station and try to fill an unsafe or non-approved container, the staff will stop me. if it's in a full-service area, they won't let me even try. that doesn't infringe on my liberties, because gasoline is a hazardous material and I'd be putting others in danger.

I'm not a libertarian. I support all kinds of government regulations for people's own good. Even if those people don't consent. I just think this policy does not accomplish anything useful. It does not create jobs. It just shifts them around.
