They had to WORK to make this even kind of vaguely look like it was saying what they wanted it to say. And even then it only barely does that (I mean margin of error what?)

sure, but do people who see a graph that appears to be going up, on CNN, with a caption that says "RISING CRIME A BIG PROBLEM", think "well, I don't know about that margin of error"? of course they don't.
