truly. honestly i would absolutely watch a 90min doc about how File Explorer arrived here. trying to expose tappable actions for tablet? studies show nobody knows what they're supposed to do next? patterns valuable elsewhere that happen to pile and nest here? WHA HAPPEN

Well, the big broad toolbar at the top is imported from the "ribbon" they added to Office in 2007. It's actually several toolbars embedded in a tabbed picker. I believe it was supposed to be easier for new users to quickly learn, than traditional text-only menu bars.

(the traditional menu bar isn't visible in that window but is definitely still available by hotkey, or can be enabled in settings, because MS focuses on backward compatibility, and has a large existing base of users who don't like to learn new ways to do things.)
