Well, figuring out _good_ UX is super hard, much easier to just slap more toolbars and buttons in there

truly. honestly i would absolutely watch a 90min doc about how File Explorer arrived here. trying to expose tappable actions for tablet? studies show nobody knows what they're supposed to do next? patterns valuable elsewhere that happen to pile and nest here? WHA HAPPEN
