we could have dedicated a much larger pool of money than the PPP to providing zero-interest loans to hospitality and service-industry businesses, conditioned only on not firing people and abiding by public health guidelines.

we could have given lots and lots of money to public schools to help develop better remote curricula, and lots and lots of money to state and local governments to ensure all schoolchildren were safe, healthy, fed, and had internet access for remote learning.
