and it would _enable_ the "bipartisanship" Manchin claims to want, because "moderate" Republicans like Romney, Collins, and Murkowski would be free to vote for (some of) those bills, because they'd be passing on a Dem party-line vote _anyway_, and McConnell would have no leverage

McConnell is great at keeping his caucus together enough to block cloture, but if you get rid of the filibuster, there's no incentive for GOP senators to toe his line on bills they'd otherwise be willing to support.
