in relativity, we find that you cannot say a body in the universe is in motion, only that it is in motion _with respect to_ another body. from the earth's frame of reference, the earth is fixed and the moon obits it; from the moon's frame, it stays still while the earth moves.
similarly, from the Republican frame of reference, Joe Manchin is perpetually Charlie Brown, while from the Democratic frame he is perpetually Lucy.
