“Identifies as” puts distance between the person and their gender or sexuality. It makes it sound like it’s not a real thing and that is something the person has chosen to be at the moment. Definitive is, are, am statements make it clear that this is an immutable category.

I _think_ the "identifies as" language originated in academic discourses where it was understood as highlighting the constructedness and contingency of _all_ identity, but like most academic language that makes its way to the mainstream, that nuance got lost.
