Also, Hamas is the government in Gaza (insofar as Israel permits there to be a government), so even if they had staff in the building—even technically "military" staff—that doesn't necessarily equate to "rockets were being fired from here" or whatever
Someone pointed out yesterday that Israel's logic for targets leads to a scenario where you'd need to be fine firebombing high schools in America because military recruiters are there sometimes, and yet people are still like "this is justified"
