I think it's because the regular shot from it is not stasis, only the LN2 shot -- which, btw, I love the flavor of, since the 77K in the gun name is a reference to the boiling point of liquid nitrogen (aka LN2), which is 77 Kelvin :D
also, it's interesting (and a little surprising!) that the new seasonal exotic sidearm is Stasis-element, but classed as a Kinetic rather than Energy weapon.
