there's a quote I've seen, I forget who from, about how "respect" can mean "treat like a fellow human" or "treat like an authority," and people who say "if you don't respect me I won't respect you" mean "if you don't treat me like an authority I won't treat you like a human"—
—I think this is basically the same phenomenon, conflating "responsible for X" meaning "knowingly chose to do X" with "responsible for X" meaning "can and should do something ABOUT X".
Emphasis on “should” is what’s being undersold though. I didn’t actually do the thing, but if I just blithely accept benefits resulting from it, how am I innocent? That makes me complicit. It’s more than just a general societal obligation. It’s a very personal one.
