The 20 y/o was first arrested in July 2018. He paid bail. He was then rearrested in December 2018 on a felony charge. Under the new law, he could have had bail set based on the alleged commission of a felony while released on another matter even after January 1, 2020.

Another critical point: This 20 y/o sat on Rikers for over a year w/o being tried. Jailed on bail someone w/ means could’ve afforded. Received no services. And like most, came out of jail more damaged than he went in. Jail *increases* recidivism. Another reason for reform.pic.twitter.com/0ZeDT6kNtz
