Why is South Korea doing much more testing? Is it purely $? Political will? Facility ability? Other?

They are doing their job. The USA and Japan are not. And they may soon pay a big price for that.

I have been very skeptical of Japan's numbers too. South Korea seems to be the only Country being pretty real about their outbreak. The US rarely seems to test. They still seems to assume that you had to have visited China or been exposed to someone from China.

S.Korea has the capacity and resources to track and test every suspected cases. It quarantined everyone that came in close contact, and all the detailes are open to public. It is a shame that a cult church spread COVID to so many, but people do not blame the government.pic.twitter.com/6UKdtLkTYK

You can download apps/check the S.Koream government website for details of patient route (e.g. where s/he went, what public transportation used), so that the general public can be aware of the situation and track potential contacts.
