If people agreed (or could agree) on when life begins, your approach would create the most credible law. But I'm not interested in imaginary worlds.

The argument about “when life begins” is silly. The cells in question are never not alive or they’d stay not alive. The relevant question is when personhood begins and there are only 2 non-arbitrary answers: at fertilization & around 2 years old. All other lines are arbitrary.
