As a kid I was teased by a bully and he said he was joking (and sometimes the teasing included actual jokes). Do you think that made what he said any less mean or hurtful? Or that he didn't believe what he said?

And it's that they didn't take it as a joke as we typically define the word (ha, ha funny) because they (and I) did not find it funny at all. They are not referring to whether it fits your elements of a joke. You're deflecting the underlying and key point of the joke's intent.
