I disagree, there was never any threat of nuclear conflict so long as the US didn't strike first. You don't go from brink of nuclear conflict to BFFs in a couple months, it was all a show. Also, I think you downplay the ideological repercussions of the fall of Soviet Union.

But all in all, I guess you do have a point in there. Just the fact that this conflict is in recent memory rather than a "thing of the past" can create this impression. And this impression is enough for creating a self-fulfilling prophecy.
