One note: With chemical weapons, the difficult part is the means of delivery. So in other words if you have an artillery shell loaded with nerve agent, or a air to ground bomb with say, Mustard or chlorine, you need artillery and or aircraft to deliver-otherwise they are useless.

Highly unlikely as there wouldn't be enough chemical to affect anyone - most chemicals like sarin dissipate quickly and blow away-they need to be spread quickly over a large area to be effective. & any small group of terrorists would like get access to munitions not raw chemical
