Scott, I went to Russia two years ago. My tour guide for Moscow was a very strong Putin supporter. Commenting on the Boris Nemtsov makeshift memorial outside the Kremlin, she said “we will never know who killed him”. Creating uncertainty is a Putin hallmark.
