      Hawk and I agree (I think) on reducing penalties for the small drug offenses. But I'm fine with treating the major dealers the same way we treat any other mass murderer.

      We don’t rehabilitate in prisons because they know a very high percentage of those criminals, once released, will be back a second and third time. The prison system is a big business with lots of lobbyists greasing the palms of our politicians to keep it this way.

      I would think some kind of skills training would reduce recidivism at least 10% and pay for itself. Then you A-B test for improvements going forward. Make it a more visible metric. High ROI.

          When I was in Camp Bucca the US Army brought in teachers, imams, and other people of importance in training the prisoners there. The results after the program was stood up 95% did not return to crime.

          Besides reducing recidivism, good phonics (not the balanced literacy currently taught in most schools) has been shown to reduce the reading gap.https://m.youtube.com/watch?v=zORKu1F5wx0 …

          I taught high school remedial reading. The problem at that level is not phonics but limited vocabulary and lack of comprehension strategies.

          70% of prisoners are functionally illiterate. Good phonics remediation was proven to save money & reduce recidivism. Sadly, the evidence was ignored and fashionable but ineffective reading methods continue in our schools & the prison phonics remediation program was discontinued.

          Good phonics remediation reduced recivitism 20% and saved $1.75 for every $1.00 invested, the government studied it then totally ignored the results, sadly. From Mike Brunner’s “Retarding America: The Imprisonment of Potential”

          For private prisons: baseline payment at operational cost with bonuses based on 1, 5, &10 year recidivism rates. Make profit dependent on reform and they will find a way to make it happen.
