The entire war on drugs is draconian and should be ended, with rehabilitation for those addicted to worst substances instead of punishments

No. Crime would INCREASE as criminals would turn to other (often more violent) money making ventures (gun running, prostitution, human trafficking, robbery, extortion). Drug dealers won't pick up their ball and go home, they'll just grab a new ball.

Article mentions The spike in IL and Wisco. Check out stories on Chicago’s “Heroin Highway” for some context. Also goes hand in hand with the gun violence here being fueled by the turf wars of gangs backed by the Mexican cartels supplying said opiates.
