Not an accurate way to conceptualize the problem so it's bound to fail. The free market actually works for the most part and you inevitably have specialization based on comparative advantage. We don't want textile mills in the US when there are better capital allocations.

There's a process to arbitrate those cases. This is just a broad-brush tariff that will incite retaliation and make nobody better off. If we're going to do industrial policy, it should be just subsidizes and infrastructure rather that inefficient taxes.

China doesn’t have high tariffs. They just subsidize the shit out of their steel industry. We could do that to, but it would be a waste of money. We should be investing in lowering healthcare and education costs, along with infrastructure.
