reinstating high capacity mag ban, and capping new civilian mag production to 15, would render full-auto workarounds moot capping mag capacity would go a long way in saving civilian lives, and not go against the all-mighty second amendment

The Las Vegas shooter could have easily afford it to buy fully automatic weapons. And since he legally purchased his other weapons there would have been no legal obstacle either. Get he didn't. How was your theory account for that?

Before 1938 anyone could buy fully automatic weapons. A Thompson submachine gun was about $200 in 1920. Yet they were very rarely used in crimes.
