      Both can work, but the first is uncommon. Typically you'd want to start with the highest offer you can legitimize, not where you expect to settle. Which is a rational, not irrational, strategy.

      (A legitimized offer isn't really "more than fair," though. It's the highest offer for which you can make an effective case, which is implicitly fair. Starting higher than that is usually not very effective. There are good empirical studies on this, if you're interested.)

      If you mean some negotiators use irrationality better than others, sure. Same is true of yelling, lying, and crying. Whether it's a good tactic depends on whether it's better than rational negotiation.

      It is actually the question I originally responded to. And the general rule applies in this case. Trump's policy proposal would have been much more impactful if he'd coordinated internally, for example. I'm skeptical that was an intentional choice.

          And his administration is disintegrating, with weekly scandals, departures, bungles, and policy misfires. Yes, he won the election. It doesn't make him a good executive or negotiator. As you said, being a good salesman is a different thing.
