Why do we arrest people and put them in jail before trials? We already put due process second.

There must be documented evidence against the individual to hold him or her, then a warrant issued. Mass assumption is anti-constitutional.

No, they can detain for a short period. Arrest needs warrant. FBI tipped off. Broward County called 39 times. They didn't do their job. They said nothing they could do. I don't know laws, but I'm pretty sure there are enough that they could have locked him up if desired.
