The crime would be to present an oppo research doc, unverified by FBI, as an intelligence report to FISA court to obtain a court order for surveillance. I assume false representation to the court is a crime.

In 2017, Comey said the dosdier was "salacious & unverified." If his staff presented it as otherwise (which is reasonable to presume if a FISA warrant resulted), it would be misrepresentation of evidence. Worse, the target was a presidential candidate.
