Scott Adams would argue he's intentionally being unpredictable, to build bargaining/bluff power. Though Scott's under a spell, and treats all of trump's noise as part of a mastermind's grand scheme. I doubt it.

I know multiple examples. He's been very critical of Trump's view on statues and his initial response to the Charlottesville incident. He even gave Trump an F on race relations in his report card. He's been critical of the progress on health care and didn't support the tax bill
