Yes it can work, but Zimbabwe (and certainly not at the moment) is not one of those places where it would work. Where there's no corruption & private land owners manage the hunting (therefore they have an interest in doing it sustainably) maybe. Trump needs better advice

Maybe there is - I'm no black market specialist. :) Even though, I don't see why a civilized nation should legally enforce exploitation of animals for petty reasons.
