Yes, on a small scale, or if on a large scale, they tend to be in response to a localized catastrophe (hurricane relief). When new restrictions roll out on a large scale, they're rarely fully reversed. They tighten the belt 3 notches then loosen 1 and tell you how free you are.

A large hurricane might not be a "localized catastrophe", if it affects multiple states, national supply chains, etc.. But you admit here that emergency powers are given up for "localized" and "large localized" emergencies & disasters, right?
