He is right. On PCR machines you have to balance accuracy with sensitivity. You are either very sensitive and catch all positives and generate a bunch of false positives too, or you are highly accurate in detecting a given virus, but you miss some positives.

Well he is hinting at what is happening although he is technically wrong. PCR machines are inaccurate if you configure them that way.
