If 100% of the people vote, then the will of the people is 100% known. (Given an option to vote "Pass"). If, in the other extreme, 1% of the people vote, then a candidate with only 30% of public support has a 30% chance of winning, and the will of the people not being met.

By definition, all winners are picked under some set of rules, whether they are prior rules or new ones any of which may or may not be good.If you are looking for the will of the people then support rules that make it easier for the people to express their will not harder.
